The Introduction of Academy of e-Government, Peking UniversityThe Academy of e-Government, Peking University was set up on September16, 2003, which is subordinated to Peking University, and whose director is Professor Fengchun Yang.
As the first established all-around research institute among the Chinese universities, The Academy of e-Government, Peking University works toward study, education, training and consultation of e-government.
The predecessor of Academy of e-Government, Peking University is the e-Government Research Center of Peking University. Since it established on April, 2001, the e-Government Research Center of Peking University paid close attention to and participated in the construction and development of Chinese e-government, it has undertaken many important research projects and plans of the National Social Science Foundation, Central Ministries & Agencies and local governments successively, whose social influence expands constantly, and it has a certain authority in the Chinese e-government domain.
The establishment of Academy of e-Government, Peking University is based on the e-Government Research Center of Peking University. The academy integrates with the research advantage of governmental management, information technology and information management, it as well as gathered a lot of experts, scholars of information technology & management and software research & development, who work in governments, IT enterprises and other institutes and universities, being a important base of Chinese e-government theoretical research, consultation plan and educational training.
The Academy of e-Government, Peking University regards the promotion of national informazation and the healthy development of e-government as own mission. Our goal is to study and promote to update ideas of governmental management, and promote the application of new technical management method in the e-government construction. Our research direction is to make the investigation and consultation of governmental management affairs, and measure governmental management performance as well as e-government performance, and formulate e-government standards. The detailed operations involve: The basic theoretical research of e-government, the consultation and plan of e-government, the e-government standardization, the development and application of governmental information resources, the edition and publication of e-government concerned publication, the consultation and service of e-government operational management, as well as the double degree of e-government, the on-the-job graduate student education, the MPA training, along with the e-government training for Party and Administrative Cadres and so on.
The Academy of e-Government, Peking University mainly sets up the following organizations at present: academic committee, experts’ committee, consultation & plan center, and teaching & training center.
The Academy of e-Government, Peking University will highlight and promote own advantage, and take the independent academic research as the standard, as well as join hands with governments, enterprises to develop the multi-level and omni-directionally cooperation, and contribute our efforts to the healthy development of Chinese e-government.

Ⅰ. The completed researches and consultation projects by the Academy of e-Government, Peking University
1. 《Informazation and e-Government》is co-hosted by the Ministry of Organization, the Ministry of Personnel with the State Council Informatization Office. The chief editor is Mr. Peiyan Zeng, the State Council Vice-Premier. Mr. Fengchun Yang, the director of our academy, is one of the main writers. This book has great effect in the informazation and e-government training to each level of Party and Administrative departments.
2. The fourth term World Bank loan project of "the Plan of Handan digitization urban construction “ is loaned by World Bank and Handan government of Hebei Province undertakes this soft project. This project was determined by strictly procedure of invitation public bidding and bidding. Our research institute defeated other competitors including the overseas renowned consultation companies and then won this project. It is the first project that uses the World Bank loan to conduct digital city construction research at present in China, which has important significance of exploration and demonstration, and caused profound influence at home and abroad.
3. “The research of e-government mode in Chinese government", the National Social Science Foundation project, which aims to summarize the successful experience and pattern of e-government from construction and practice of each level governments as well as sums up and induces a model, which is suitable to construction demand, low cost and easy to implement. During this project, it was valued by the leaders including of the State Council Informatization Office. The research scope is expanded further and the content is more abundant, which has certain influence on the policy-making of e-government concerned; at the same time it also could impel each level government to conduct projects of low cost, standardization, high integration construction, along with interconnection and intercommunication directly.
4, "The Chinese e-party research", undertaken by Peking University, is entrusted by the information center of CPC Central Committee, and mainly studies the basic theory and the overall frame of e-party, which is prepared for the decision-making by e-party construction. The leaders think highly of this project, which will bring the main effects in the course of policy-making.
Ⅱ. The Hosted Activities by Academy of e-Government, Peking University
1. The Academy of e-Government, Peking University co-hosted with Peking University Founder Group Corp and the Computer Research Institute of Peking University "the high-level forum of e-government archives system standard and technology". The leaders of the central committee and local governments, the administrators of e-government, the experts and scholars of e-government .etc attended this conference. Professor Xuan Wang, the Vice-chairman of CPPCC, along with Professor Zhihong Xu, the president of Peking University also attended this conference. The conference obtained a good social influence on June 2004.
2. The Academy of e-Government, Peking University joined hands with the information center of Central Committee of the CCP to host the seminar of " theory and practice of e-party”, the leaders came from the information center of the General Office of the CPC Central Committee, the Hebei provincial committee, the Qinghai provincial committee, the party committee of Peking University attended this conference. This seminar is the first conference since the Fourth Plenary Session of sixteenth Central Committee to improve administrative capability from the aspect of e-party, which caused highly regards of concerned departments on October 9, 2004
3. The Academy of e-Government, Peking University hosted the seminar of 《The Chinese e-Party》(manuscript), the leaders of information center of CCP central committee office and Peking University attended the seminar, and gave high appraisal and support to the edition work of《The Chinese e-Party》(manuscript) on February 5, 2005.
4. In order to respond to the call of “constructing a harmonious society", the Academy of e-Government, Peking University co-hosted with the network center of People's Daily the seminar of "the governments interact with citizens to construct a harmonious society" on May 16, 17, 2005. The leaders of the central committee and each government as well as experts, nearly 100 people participated in this two-day long conference. This seminar aimed to communicate and promote along with discuss how to use informazation and e-government platform to strengthen the relationship between governments and citizens, the successful experience as well as the unsolved problems. The leaders of the central committee and local governments thought much of this seminar.
Ⅲ. The Cooperation between the Academy of e-Government, Peking University and multinational corporations
In order to develop the academic and practical space of Academy of e-Government, Peking University, and boost up the social and industrial influence of research institute. The Academy of E-Government, Peking University established the united research institution with Oracle, one of the best software companies in the world, on January 20, 2005, and set up the “united research laboratory of Peking University - ORACLE". This united research laboratory is the second e-government united institution set up by Oracle in the world, also is one of the two academic research institutions in China. The establishment of united research laboratory will play a positive role to promote the theoretical research of e-government and enhance the capability of technical development; meanwhile it also proved the world top-rank software company (Oracle) admits and respects the academic status and the actual influence of Academy of e-Government, Peking University.

Director Fengchun Yang is good at integrating every kind of contradiction, question in the e-government research and then makes rational analysis, thoroughly analyzes the logical relationship between them, proposes practical and feasible solutions, finds the strategy to avoid risks. Once conducted the project of “National Foreign Trade & Economic System e-Government Overall Plan", the National Social Science Foundation project of "e-Government Pattern of Chinese Government", the World Bank loan project for the consultation & plan project of "Digital Handan" and so on. Participated in the National Social Science Foundation project of "Scientific Development Vision and Research of Government Management Reform", and conducted the research of e-government.
